Parliamentary Discussion on Approaches to Reduce Impact of Various Global Crises on India

Considering the
ongoing West Asia crisis and several other problems going on in different parts
of the world, various Honorable Members of Parliament expressed their concern
regarding the problems and its impact on India.
On 27th
March, 2026, Dr. Kirsan Namdeo expressed his concern in Lok Sabha regarding
impact of different conflict zone on India. his question included Russia-Ukraine
war, conflict in West Asia and sanctions imposed by Western countries and their
impact on India. He also asked to know, how India is securing its energy
interest amid global crisis situation. He also asked about India’s position on
US sanction on petroleum import from Russia and Iran. He also enquired about
the last year data on measures taken by the Government of India to ensure safety
and repatriation of Indian nationals from conflict zones.
On the same day,
Honorable Member of Parliament Shri Rajkumar Roat expressed his concern regarding
emergency evacuation of Indians from different conflict zones. He enquired
about the fees charged per passenger by the Government or relevant agencies at
the time of evacuation. He also enquired whether the Government received any
complain regarding high fees being charged from passengers during emergency
evacuation and problems of economically weaker citizens. He also enquired
whether the government proposed or formulated any policy to ensure free or
subsidized evacuation of Indian students and laborers stranded in conflict
zones.
On the same day
and same note, Honorable Member of Parliament Smt. Mala Roy asked about exact number of Indian citizens stuck in West
Asian countries due to recent war situation.
In a different
question, Honorable Member of Parliament, Shri Neeraj Maurya raised a relevant
question regarding India’s policy on global peace and stability. He enquired
about India’s diplomatic effort to end conflict and to establish peace between Russia-Ukraine and
Israel-Hamas in the Middle East. He also enquired about India’s initiatives to
mitigate various humanitarian crises in these conflict zones. India’s
future strategies to ensure global peace and stability as well as India’s
position on
multilateral platforms such as the United Nations in this regard. He also
expressed his concern regarding different war situations and its adverse impact on
India's economic and strategic interests.
Answering the
questions Shri Kirti Vardhan Singh, the Minister of State in the Ministry of External Affairs,
informed the Parliament that to safeguard India’s interest at bilateral, regional
and global levels, India constantly monitors all geopolitical developments,
which have a bearing on India. India consistently called for de-escalation of
conflicts, prioritized safety of citizens and advocated all conflicts through
dialogue and diplomacy.
He also informed
the Parliament that energy security is one of the top priorities of the Government
of India. To ensure uninterrupted access to affordable energy, India pursues a
multi-pronged strategy, including diversification of supply sources, enhancing
domestic production of oil & gas, expanding the adoption of alternative
energy sources, advancing the energy transition and engaging with partner
countries, including the US.
To address the
impact of disruption on India's exports, including exports to the wider Gulf
region, India has constituted an Inter Ministerial Group (IMG) on Supply Chain
Resilience —to address impact on India's external trade, shipping routes and
logistics chains. The IMG has held review meetings on a regular basis,
established a dedicated communication channel for exporters, and for a coordinated
response it compiled daily situation and action reports. The Government's
response included coordinated trade facilitation, logistics support, customs
simplification, maritime monitoring, and engagement with concerned stakeholders
etc.
To secure freedom
of navigation and attacks on commercial vessels in and around the Red Sea and
the Gulf, to enhance maritime security, proactively respond to any contingency
and ensure the protection of Indian-flagged merchant vessels, Indian seafarers
and Indian cargo, the Indian Navy has been deployed in the region under
‘Operation Sankalp’.
He also informed
that the Government accords highest priority to the safety, security and
well-being of Indian nationals abroad. For that, it has engaged with all
relevant players including governments of other countries, to facilitate safe
return of stranded Indian nationals, issued appropriate advisories through
Indian Missions/Posts abroad, operated 24x7 helplines and engaged with Indian
nationals through social media platforms. Till 21st March, 2026, mainly
during the USA-Israel-Iran conflict, Government has facilitated return of over
3.75 lakh Indian passengers by commercial flights including non-scheduled
flight operations from West Asia and Gulf region. He also stated that the Government facilitated
Indian passengers to embark on available commercial flights by facilitating
local transportation, cross-border movements, obtaining transit visas etc. The Government
addresses each emergency as per the on-ground situation, circumstances and a
response is executed to ensure the safety and well-being of Indians abroad. The Government of
India executed Operation Ganga in Ukraine and Operation Ajay in Israel, through
which approximately 20,000 Indian nationals were evacuated.
Shri Singh
informed the Parliament that India took various initiatives to ensure worldwide
peace and stability. During the Israel-Hamas conflict, India condemned the loss
of civilian lives and called for a ceasefire, the release of all hostages and a
peaceful resolution of the conflict through dialogue and diplomacy. Prime
Minister Modi and the Minister of External Affairs Dr. Jaishankar spoke to
several leaders in the region and across the globe at the highest levels,
including leadership of Russia, Ukraine, Israel and Palestine. Various
bilateral and multilateral forums such as UN, BRICS, NAM, Voice of Global
South, etc. reiterated India’s position. India welcomed the Gaza Peace Plan and
expressed its support for all efforts towards lasting peace. The position was
reaffirmed by the Minister of State for External Affairs Shri Kirti Vardhan
Singh at the Gaza Peace Summit in Sharm El-Sheikh on 13 October 2025.
Shri Singh also
informed the Parliament that as a ‘first responder and a credible HADR
Provider’, India’s approach remains human-centric during international
conflicts. India has reinforced trust and goodwill with partner countries by
providing timely, need-based and rapid assistance during crises. Government of India
(GoI) executed various HADR and evacuation operations during Russia-Ukraine and
Israel-Hamas conflicts. Since March 2022, GoI sent 17 consignments of
humanitarian assistance, which include medicines, medical equipment, blankets,
tents, tarpaulin, solar lamps, dignity kits, sleeping mats, and diesel
generator sets.
Following
Israel-Palestine conflict, from October to November, 2023, India sent approx.
70 tonnes of medical and humanitarian aid for the conflict-hit people of
Palestine. The aid included essential and lifesaving medicines, surgical items,
ECG machines, hygiene kits, water purification tablets, sleeping bags, tents,
tarpaulins etc. In October 2024, India supplied essential life-saving and
anti-cancer drugs weighing approx. 36 tons for West Bank, Palestine. In
October-November 2024, India also coordinated with United Nations Relief and
Works Agency (UNRWA) to supply approx. 30 tons of humanitarian aid to Gaza in
Palestine. The aid comprised essential medicines, surgical supplies, dental
products, general medical items, high-energy biscuits.
Regarding financial
assistance, he informed that GoI also provided financial assistance for
reconstruction, remodeling and refurbishment of a school (Kyiv Gymnasium of
Oriental Language No. 1) in Ukraine. GoI also extended financial assistance for
training of teachers from three schools in Kyiv aimed at restoring and
supporting the psychological health of Ukrainian children and youth. As a part of
humanitarian and reconstruction assistance, GoI has signed High Impact
Community Development Projects (HICDPs) MoU with the Ukraine for implementation
of humanitarian projects as per the requirements of the local communities in
Ukraine.
